Summary of Results

The Open Data Inventory (ODIN) measures how complete a country’s statistical offerings are and whether their data meet international standards of openness. Namibia ranks 153rd in the Open Data Inventory 2024 with an overall score of 41. The overall score is a combination of a data coverage subscore of 31 and a data openness subscore of 50.

Coverage

The Open Data Inventory (ODIN) assesses coverage based on five coverage elements described below. Each category receives a coverage score based on the amount of data available in that category. Average scores across all categories are shown in the chart below.

In general, coverage scores are based on the availability of disaggregated indicators, how many observations are available over the last 10 years, and whether national and subnational data exist.

Indicators Not Published

This is the percentage of ODIN indicators where no qualifying disaggregated data could be found on any government website. Not all indicators are required to be published for full credit, so it is possible to have a small percentage of unpublished data without impacting the coverage score.

Indicator availability
This coverage element measures how many indicators and disaggregations are published within a category at the national (country level). Each data category has its own requirements discussed further in the Methodology Guide.
Data Available the Last 5 Years
This coverage element measures how many of the last 5 years of data are available for indicators within each category. Each indicator is evaluated using the longest available time series from a single dataset, without combining years from different datasets.
Data Available the Last 10 Years
This coverage element measures how many of the last 10 years of data are available for indicators within each category. Each indicator is evaluated using the longest available time series from a single dataset, without combining years from different datasets.
Data Available for Subnational Level 1
This coverage element measures whether data are available for subnational level 1 within each category. Subnational level 1 in a country is defined by the ISO 3166-2 standard and adjusted for country practices. Not all categories or indicators are required to be published data at this level and many environmental and economic indicators are exempt from scoring.
Data Available for Subnational Level 2
This coverage element measures whether data are available at the second administrative level within each category. Second administrative levels are not defined and any further division of first administrative levels are accepted. Not all categories or indicators are required to be published at this level.

Openness

The Open Data Inventory (ODIN) assesses openness based on five elements described below. Each category receives an openness score based on the openness of data available in that category. Average scores across all categories are shown in the chart below.

In general, openness scores are based on the format and licensing of the datasets, the comprehensiveness of metadata, and what download options exist.

Data License/Terms of Use

The licensing or terms of use that govern the use and reuse of data assessed in ODIN are classified as Open, Some Restrictions, Not Open, or Not Available (if no license is found). Licensing information shown below is for data found on the website of the national statistics office and data portals used in their assessment, if applicable.

Openness Element Scores, 2024

Machine Readability
This openness element measures whether data are made available in machine readable formats. Machine readable file formats allow users to easily process data using a computer. Common machine readable formats include XLS, XLSX, CSV, and JSON files.
Nonproprietary Format
This openness element measures whether data are made available in non-proprietary formats. Nonproprietary file formats are important because they allow users to access data without requiring the use of a costly, proprietary software that may prevent some users from accessing the data. Common nonproprietary formats include PDF, HTML, XLSX, DOCX, CSV, and JSON files.
Metadata Availability
This openness element measures whether metadata are available for the published indicators. Metadata must be located in or near the data file or on a designated metadata section of the website. ODIN looks for three aspects of metadata: (1) definition of indicator; (2) date of upload; and (3) agency responsible for data collection.
Download Options
This openness element measures whether download options are available. ODIN looks for three download options: (1) bulk download of national level data), (2) API, and (3) user-select download (custom downloads). All data must be available with options 1 and one other for full credit.
Data license/Terms of use
This openness element measures whether data are made available under an open license. Open licenses must allow the use, reuse, and sharing or adaptation of data for commercial and noncommercial use without any obligation other than attribution, per the Open Definition. Licenses prohibiting commercial use or having two or more additional stipulations are classified as “Not Open”. Licenses with no more than one additional stipulation are classified as “Some Restrictions.” Licenses that do not explicitly state all allowed uses under the Open Definition and do not include restrictive language are also classified as “Some Restrictions.”

ODIN Indicators

The Open Data Inventory (ODIN) 2024/25 assesses data for 64 representative indicators in 22 data categories. The ODIN indicators are not meant to be a comprehensive list of all indicators produced by a country, but rather an indicative sample of the fundamental types of data produced by countries.

The table below shows a list of all ODIN indicators, whether qualifying data were found, and information about the coverage and openness criteria for each dataset. To qualify, a dataset must be published on an official government website. It must show national level data, have one of the required categorical disaggregations (if applicable), and present data from the last 10 years.

Not all indicators are required for full credit in every category. If data for an indicator were not found or not needed for full credit, the indicator is shown below as “Data not available/scored”.

New Category: We’re testing a new category called Digital Connectivity. Below you’ll see some information about these indicators if data were found, but they are not included in this year’s score.

Recommendations

Every country can improve their open data and ODIN scores can help identify gaps where improvements should be focused. The following recommendations may involve not only the national statistics office, but the entire national statistical system.

The first step to publishing open data is to make available all the data you collect once privacy and security measures are addressed. ODIN looks on all official government websites for data publish on 60+ indicators. In addition, most indicators require some level of categorical disaggregation (example: sex disaggregation) to be considered. The table below shows the indicators that were not found, with any of the categorical disaggregations listed, on any website. Each category has a certain number of indicators and disaggregations required for full credit. Not all indicators in ODIN are relevant to all countries and scoring rules account for this. For example, in Resource Use only 3 out of 4 indicators are required. If you currently publish one, the other three will appear below, but only two additional need to be published for full credit.

Geographic disaggregation increases the value and usefulness of data and enables users to make meaningful comparisons across regions. ODIN assesses geographic disaggregation using two levels- subnational level 1 and subnational level 2. In most countries, subnational level 1 matches their first administrative level/NUTS 2 divisions such as provinces, states, regions, and districts. Subnational level 2 is defined as as geographic division more granular than level 1.

In ODIN, many economic and environmental indicators are not scored on their availability of subnational level 1 or 2 data. Below are a list of indicators, where subnational level 1 or 2 data are required for full credit, but could not be found.

If data cannot be found on the national statistics office's website or portal, other official sources are sought. Any dataset assessed in ODIN that was published on a website without a license or without an open license is shown below.

License are categorized as the following:

  1. Not Available: No license was found on the website.
  2. Not Open: License published but contains highly restrictive clauses. The most common reason licenses receive this classification is because they forbid commercial use of data.
  3. Semi-Restrictive: License doesn't meet all openness standards, but has some conditions that impact its openness.
  4. Open: License meets all openness standards.

All open data should be published in at least one format that is machine readable and nonpropritary. Ideally, the format would be both. Machine readable file formats allow users to easily process data using a computer. Nonproprietary formats are important because they allow users to access data without requiring the use of a costly and exclusive software that may prevent some users from accessing the data. Both are crucial for enabling open access to data. Common file formats are both machine readable and nonproproetary include CSV and XLSX. PDF files, though commonly used, are a non-proprietary format, but not machine readable.

Metadata is crucial for data openness because it provides essential context, such as the source, definitions, classifications used, making it easier to understand, access, and use effectively. It ensures transparency, improves data discoverability, and supports reproducibility in research and analysis. For all datasets assessed in ODIN, reference metadata are reviewed for some basic components common in all recommended metadata standards, such as SDMX, DCAT, and Dublin Core. Those components include: 1) Source agency responsible for collecting the data, 2) Definition of indicator and key terms, and 3) Date that data was uploaded online. Below is a table of the ODIN indicators for which data with incomplete metadata was found (not all three components were found). To be considered, reference metadata must appear in the same file as the data, near the dataset in a separate file or clearly visible, or in a separate section of the same website that is easy found and named appropiately.

Beyond ODIN, there are other measurements of statistical capacity or open data.

The World Bank’s Statistical Performance Indicators (SPI) measures the capacity and maturity of national statistical systems. The Global Data Barometer (GDB) measures the state of data in countries, specifically on topics of data governance, capability, availability, and use and impact of data for public good. The Gender Data Compass provides a comprehensive overview of gender data systems encompassing data availability, openness, foundations, capacity, and financing.

Global Indexes of Governance and Human Development

Global governance and socio-economic indexes help researchers and practitioners, providing a snapshot on the state of human development, government transparency and accountability within a country. These indexes show the power of data – we cannot fix what we cannot measure.

Human Development Index (UNDP): Measures achievement in key dimensions of human development: a long and healthy life, being knowledgeable and having a decent standard of living.

Democracy Index (Economist Intelligence Unit): Measures 60 indicators in the categories of electoral process and pluralism, functioning of government, political participation, political culture, and civil liberties.

SDG Gender Index (Equal Measures 2030): The most comprehensive measure of gender equality, investigating 56 issues across 14 of the 17 Sustainable Development Goals.

World Press Freedom (Reporters Without Borders): Is an annual ranking that compares the level of press freedom in 180 countries and territories.
